The constitutional law material has been expanded and thoroughly updated. It includes expanded material on constitutional rights of public employees, a new section dealing with 10th and 11th amendment immunity of public employers, and a thorough update, including such major Supreme Court cases as Garcetti v. Ceballos, Enquist v. Oregon Dept of Agriculture and City of Ontario v. Quon.
Material dealing with civil service and tenure protections for public employees has been significantly expanded. New sections have been added dealing with whistleblower protection and special Fair Labor Standards Act rules for public employees. Material on federal sector collective bargaining has been significantly expanded.
The state and local government collective bargaining material has been thoroughly updated, including coverage of the controversy over the compatibility of collective bargaining with national security, developments in states that mandate card check recognition or other means of recognition without an election, developments in the scope of collective bargaining and the enforcement of arbitration awards, and the impact of the economic meltdown on criteria in interest arbitration.
